Fees explained

PayPal charges twice for the same purchase, and only one of the two charges is shown as a fee. As of September 2026, a US buy or sell of $1.00 to $74.99 costs 2.20%, falling in steps to 1.50% above $1,000.01 (source: PayPal consumer fees page). On top of that, the exchange rate you are quoted includes an estimated spread of one percent (source: PayPal cryptocurrency terms and conditions). Add them and a small purchase costs roughly 3.2% before the price moves.

PayPal is a broker, not an exchange. There is no order book and no maker taker fee ladder to move down. Crypto services are provided by PayPal Digital, Inc., which sells you the asset at a conversion rate it sets (source: PayPal consumer fees page). The company states it will disclose the applicable exchange rate and the amount of fees before you confirm, and that the rate includes an estimated spread of 1.00%, though the actual spread may be higher or lower based on market conditions (source: PayPal cryptocurrency terms and conditions). The actual spread on your trade is never itemised.

PayPal USD buys and sells are excluded from that table (source: PayPal consumer fees page). The tiers reward size, so splitting a purchase into small pieces to average in costs more per dollar than one larger buy, which is the opposite of how a percentage fee behaves on most order-book venues.

History and ownership

PayPal dates to 1998 and is headquartered in the United States (source: PayPal history and facts page). Crypto sits in a separate, more heavily regulated subsidiary. The cryptocurrency terms are between the customer and PayPal Digital, Inc., a New York limited purpose trust company doing business as PayPal Digital and Venmo Digital, and they govern a PayPal Digital cryptocurrency account, the Crypto Account (source: PayPal cryptocurrency terms and conditions). PayPal Digital carries NMLS ID 2610315.

A trust charter is a meaningful structure. It is granted and supervised by the New York State Department of Financial Services and it separates the crypto business from the payments business you already use. A different entity, PayPal, Inc., NMLS ID 910457, holds the New York Virtual Currency Business Activity Company License, and PayPal also holds a Virtual Currency Business Activity License from the Louisiana Office of Financial Institutions (source: PayPal licenses page).

In the United Kingdom the provider changes again. PayPal UK Ltd is authorised and regulated by the Financial Conduct Authority for the provision of cryptocurrency services under firm reference number 1000741 (source: PayPal UK crypto page).

Products and markets

The public list is short and, unusually, PayPal does not publish a definitive one. Its terms state that the list of crypto assets supported at any given time can be found inside your Crypto Account, not on a web page (source: PayPal cryptocurrency terms and conditions). What the US product page names in its sell flow is bitcoin, ethereum, Litecoin, Bitcoin Cash and PayPal USD (source: PayPal US crypto page). The UK product page names Bitcoin, Ethereum, PayPal USD, Solana and Chainlink (source: PayPal UK crypto page), so the menus differ by market and the US availability of Solana and Chainlink is not published.

Eligibility for a US Crypto Account requires residency in the United States or one of its territories and an age of at least 18, or the age of majority in your state (source: PayPal cryptocurrency terms and conditions). PayPal publishes no list of states excluded from crypto and holds money transmitter or virtual currency licences across the states, so there is nothing published that distinguishes one state from another.

Security record and custody

PayPal's regulatory footing is the strongest part of the picture and its transparency about holdings is the weakest. The Crypto Account sits inside a New York limited purpose trust company under state supervision, which is a higher bar than the money transmitter licence most brokers operate under (source: PayPal cryptocurrency terms and conditions). Identity verification is required: you authorize PayPal Digital, directly or through third parties, to make any inquiries it considers necessary to verify your identity, and a consumer account requires name, physical address, date of birth and taxpayer identification number (source: PayPal cryptocurrency terms and conditions). Expect ordinary kyc.

Deposits and withdrawals

Funding sources are named but not priced. To purchase crypto assets you must use an eligible balance, bank account, or debit card linked to your account, and PayPal does not currently allow the use of a credit card or other credit products to purchase crypto assets (source: PayPal cryptocurrency terms and conditions). That credit card exclusion is a consumer protection, not an inconvenience: buying a volatile asset on revolving credit is how small losses become debts.

What none of those routes carries is a published price. PayPal's consumer fee page sets out no fee for adding money to a PayPal balance from a bank account, and the crypto terms name the funding sources without pricing them, so the cost of a debit card purchase over and above the crypto fee is not published. The same is true of any crypto withdrawal fee or network fee in the United States. UK buyers pay in pounds sterling, and PayPal states the rate also covers converting sterling into US dollars to complete the purchase (source: PayPal UK crypto page), which is a further cost inside the same quoted rate.

Support and usability

The appeal is that there is nothing to learn. Crypto appears inside an app tens of millions of people already have, funded by a balance they already hold, with no new account to open and no wallet to understand. For a first $50 purchase that convenience is worth something.

The cost of it is visibility. There is no fee tier to work toward, no order type to choose, no receipt that separates the spread from the price, and no published asset list to check before you sign up. Support hours and channels for the crypto product are not published on the pages sourced here.

Verdict

PayPal suits a buyer who wants a small position in a major coin, values the trust company structure behind it, and has no intention of moving the asset anywhere. Add the 1.50% to 2.20% fee to the estimated 1% spread and the all-in cost is high against an order-book venue, but it is in the same range as other payment-app brokers and lower than a card purchase at many of them. It is a poor fit if you want a long asset list, a published reserves attestation, or coins you can move to a wallet you control, which UK customers explicitly cannot do.
