Crypto Regulation in Louisiana

Louisiana runs a separate crypto regime alongside its money transmitter law. The Virtual Currency Business Act, enacted as Act 341 of 2020 and amended by Act 331 of 2023, requires firms that exchange, transfer or store virtual currency for Louisiana residents to be licensed or registered by the Office of Financial Institutions, with surety bond, tangible net worth, audited financial statement and disclosure obligations, applied for through the Nationwide Multistate Licensing System. Federal law comes first: a business that exchanges dollars for crypto on your behalf is a money transmitter under 31 CFR 1010.100(ff)(5) and has to register with FinCEN as a money services business, renewing that registration every two years. Louisiana has enacted the Conference of State Bank Supervisors' Money Transmission Modernization Act (H.B. 1230, effective July 1, 2026), the model law that standardizes net worth, surety bond and permissible investment requirements; thirty-one states had adopted it in whole or in part as of the CSBS legislative update dated June 2026. As of September 2026, Binance US lists Louisiana among its fully supported states, while Kraken serves the state but does not offer fiat transfers there.
