Wyoming exempts crypto from money transmitter licensing outright. Its Money Transmitters Act at W.S. 40-22-104 exempts buying, selling, issuing or taking custody of virtual currency from the license requirement altogether. Wyoming also charters special purpose depository institutions, fully reserved banks created by 2019 House Bill 74 that may custody digital assets; the Wyoming Division of Banking has approved four. Wyoming additionally recognizes the decentralized autonomous organization as a form of limited liability company. Federal law comes first: a business that exchanges dollars for crypto on your behalf is a money transmitter under 31 CFR 1010.100(ff)(5) and has to register with FinCEN as a money services business, renewing that registration every two years. Wyoming does not appear among the thirty-one states that had enacted the Conference of State Bank Supervisors' Money Transmission Modernization Act in whole or in part as of the CSBS legislative update dated June 2026. As of September 2026, Binance US lists Wyoming among its fully supported states and Kraken records no Wyoming restriction on its supported-states page.
