Crypto Regulation in Japan
Buying cryptocurrency is legal in Japan, and every exchange serving residents must be registered with the Financial Services Agency as a crypto-asset exchange service provider under the Payment Services Act. The agency publishes the register, so you can check a platform before opening an account. Registered exchanges also belong to the Japan Virtual and Crypto assets Exchange Association, a self-regulatory body certified under the same act, which screens tokens before members may list them and sets rules on customer asset segregation, margin trading and solicitation. Japan is in the middle of a larger shift. On 15 July 2026 the Diet passed an act amending the Financial Instruments and Exchange Act and the Payment Services Act to move crypto-assets under securities-style regulation, including rules against unfair trading; it was promulgated on 23 July 2026 and takes effect on a date to be set by cabinet order within a year. As of September 2026 those provisions are not yet in force.

- The National Tax Agency treats profit from crypto-assets as miscellaneous income, not as a separate capital gain. As of September 2026 that means it is added to your other income and taxed at Japan's progressive national income tax rates, which reach 45 percent at the top band, with local inhabitant tax charged on top. A salaried employee whose total side income, including crypto profit, stays at or below 200,000 yen for the year generally does not have to file a return for it. A law promulgated on 31 March 2026 would move crypto to a separate 20 percent tax, but it has not taken effect.
