That designation, not the token's mechanics, is the single most important fact about A7A5 for anyone in the United States, the United Kingdom or the European Union.

The United Kingdom's consolidated list of financial sanctions targets records Old Vector LLC with the UK Sanctions List reference RUS2985, designated on 20 August 2025 under the Russia (Sanctions) (EU Exit) Regulations 2019, and classifies its type of entity as "Virtual Asset Issuer" with Kyrgyz business registration number 311479-3301-ООО and tax identification number 01312202410041 (source: HM Treasury Office of Financial Sanctions Implementation consolidated list, read September 2026).

The United States Treasury's Specially Designated Nationals list records the same company as OLD VECTOR LLC under the CYBER4 program, giving an organization establishment date of 13 December 2024, the same Kyrgyz tax and registration numbers, digital currency addresses on Ethereum and TRON, and the annotation "Linked To: A7 LIMITED LIABILITY COMPANY" (source: OFAC Specially Designated Nationals list, read September 2026).

How it works

A7A5 is described by its issuer as a rouble-denominated token backed one for one by rouble deposits. RampAtlas could not verify that claim from a primary source. The project's website at a7a5.io serves a JavaScript application that returns no readable text to a plain document request, and the documentation subdomain listed as the project's white paper did not resolve when checked in September 2026. Reserve composition, attestation cadence, the identity of the banks holding deposits, and the redemption process are therefore recorded here as unpublished rather than described.

What is documented, and documented in unusual detail, is the network of entities around the token. The UK list designates GRINEX LLC on the same day, 20 August 2025, under reference RUS2983, describing it as a "Virtual Asset Exchange Operator" with the website grinex.io and Kyrgyz registration number 311748-3301-OOO. It designates CJSC TENGRICOIN on the same date under reference RUS2984. The OFAC entry for GRINEX gives an organization establishment date of 23 December 2024 and lists multiple TRON addresses.

The UK list also names an individual, Leonid Shumakov, under reference RUS2988, designated 20 August 2025. The published statement of reasons says he is an involved person "through his role as director of A7A5 whereby he is providing financial services, or making available funds, economic resources, goods or technology, to PJSC Promsvyazbank." A7 Limited Liability Company was itself designated earlier, on 20 May 2025, under reference RUS2718.

The practical consequence is straightforward. A designated person's assets are frozen in the designating jurisdiction, and dealing with them is prohibited for persons subject to that jurisdiction. ofac screening at any regulated venue is designed to catch exactly this.

History

The registration dates in the sanctions records are the clearest available timeline. OFAC gives Old Vector LLC an organization establishment date of 13 December 2024 and Grinex an establishment date of 23 December 2024. A7 Limited Liability Company was designated by the United Kingdom on 20 May 2025, three months before the entities directly tied to the token.

The August 2025 tranche of UK designations grouped the issuer, the exchange operator, a further Kyrgyz virtual asset company and the token's named director together. The published statements of reasons in the UK list place all of them in the same category: involvement in obtaining a benefit from or supporting the Government of Russia by carrying on business in the Russian financial services sector.

Risks and what to watch

Sanctions exposure dominates. Holding, transferring or accepting a token whose issuer is designated can put a person or business in breach of UK or US financial sanctions, and the exposure follows the person rather than the wallet. Regulated exchanges screen against these lists as a matter of course, which is why A7A5 does not appear on venues that serve the jurisdictions RampAtlas covers.

Reserve opacity is the second risk. A rouble-pegged token that publishes no reachable attestation gives a holder no way to check that deposits exist or that a redemption right is enforceable. proof of reserves claims that cannot be read are not proof of anything.

Counterparty concentration is the third. The sanctions listings tie the issuer, an exchange operator and a named director into one group, and the OFAC entry links the issuer to A7 Limited Liability Company. Where issuance, trading and redemption sit inside one related network, a failure or freeze at any point tends to reach all of them.

Rouble redenomination risk sits underneath all of that. A token pegged to the rouble tracks the rouble, including its capital controls and its convertibility, and any depeg would be measured against a currency that is itself restricted in the markets where most exchanges operate.
